			<content:encoded><![CDATA[<p>The Astros held a 3:30pm CST press conference to announce the signing of the number one overall pick in the 2012 MLB Draft, Carlos Correa. Financial terms of the deal were not disclosed, however, Moisekapenda Bower of Fox Sports Houston reported <a title="earlier today" href="http://www.foxsportshouston.com/06/06/12/Correa-signing-first-step-in-Astros-mast/landing_astros.html?blockID=742450" target="_blank">earlier today</a>that Correa will sign for $5.135 mil. That is roughly $2 mil less than the slotted amount of $7.2 mil allotted to the first overall pick. Those savings will pay huge dividends that I will get to after the jump. After being selected first-overall, Correa becomes the highest-drafted Puerto Rican ever.</p>

			<content:encoded><![CDATA[<p>The Astros will get their reward for the miserable 2011 season in June when MLB holds its annual amateur draft. The Astros, as most know, have the #1 pick in the entire draft and in every subsequent round. With the new CBA in place, the rules by which teams go building their entire draft has changed and affected the way many scouts and general managers view their possible selections. The Astros will have a little over 11 million dollars to spend on the top 10 rounds without finding a lump of coal in their stocking given to them by Bud Selig. The reality is that the rule changes won&#8217;t effect the Astros as much as other organizations early on, as the top picks are pretty much locked in to sign with whoever picks them.
